Pursuant to Section 188 of the Constitution of the Federal Republic of Nigeria (1999, as amended), we, the undersigned members of the Edo State House of Assembly, hereby level the following charges against Monday Okpebholo, Governor of Edo State, for gross misconduct, abuse of power, incompetence, and violations of the Constitution, warranting his removal from office.
ARTICLE I: THREATS TO THE LIFE AND SAFETY OF PETER OBI
The Governor has, through his actions and statements, knowingly endangered the life and security of Mr. Peter Obi, a prominent political figure and former presidential candidate. His reckless rhetoric and failure to uphold the rule of law constitute a willful violation of his oath of office and an abuse of executive power.
ARTICLE II: LACK OF CAPACITY DUE TO ILLITERACY AND INCOMPETENCE
The Governor has demonstrated a profound inability to discharge the duties of his office due to:
1. Illiteracy and Lack of Intellectual Capacity – His inability to comprehend basic governance matters, policy formulation, and statutory obligations has rendered him unfit for office.
2. Gross Incompetence – His administration has been marked by mismanagement, failure to implement critical projects, and a collapse of public services, bringing disgrace to Edo State.
ARTICLE III: VIOLATION OF THE CONSTITUTION IN LOCAL GOVERNMENT ADMINISTRATION
The Governor has willfully undermined Nigeria’s federal structure and the Constitution by:
1. Unlawfully Interfering with Local Government Councils – Illegally suspending elected local government chairpersons and councillors without due process, in violation of Sections 7 and 318 of the Constitution.
2. Misappropriation of Local Government Funds – Diverting allocations meant for grassroots development, thereby crippling governance at the local level.
ARTICLE IV: CONDUCT UNBECOMING OF A PUBLIC OFFICER (GROSS MISCONDUCT)
The Governor has engaged in behavior unbecoming of his office, including:
1. Authoritarian Tendencies – Disregarding democratic norms, intimidating political opponents, and undermining the legislative and judicial branches.
2. Public Disgrace and Unprofessionalism – Frequent use of vulgar language, unguarded statements, and actions unbecoming of a state executive, bringing Edo State into disrepute.
CONCLUSION
By these actions, Monday Okpebholo has violated his oath of office, betrayed public trust, and demonstrated his incapacity to govern. We, therefore, move for his immediate impeachment and removal from office in accordance with constitutional provisions.
Signed
Members of the Edo State House of Assembly
