Powers of the Federal, State and Local governments in Nigeria 

LIST ASSIGNED IN EXCLUSIVE LIST, CONCURRENT LISTS AND RESIDUAL LIST
CONCURRENT LIST: These are where powers are shared jointly by both the central and regional or state governments as stipulated in the constitution even though both governments can make law on matters that fall under concurrent list, the central government is supreme. This means that in case there is a conflict of law made by both government law will supersede that of the regional or state governments subject matter on concurrent lists include health, education, agriculture, road, housing.

RESIDUAL LISTS: These are the left over power not include in either the exclusive on the concurrent list. If power in the residual list are left for the regions or states as is done in some constitutions that will render the central weak and vice versa.
In some constitutions, residual powers are exercised by both governments. Such matter in the residual lists include chieftaincy matters
EXCLUSIVE LIST POWERS: These are the areas the powers reserved exclusively for the central government is defined. This means that only the central or federal government can legislate on the subjects in the exclusive lists. Interference of the regional or state governments on matters in the exclusive list can be declared will and void and un-conclutional powers or subject matters assigned to the exclusive list include defense, foreign affairs currency extradition, issue of passports, immigration and emigration, international trade, census.
CONCURRENT LIST OR POWER: These are area where powers are shared jointly by both the central and regional or state governments as stipulated in the constitution, even though both governments can make laws on matters that fall under concurrent lists, the central government is supreme. This means that in case there is a conflict of law made by both government laws will supersede that of the regional or state governments. Subject matter on concurrent lists include: health, Education, agriculture, road, and housing.

RESEARCH LISTS OR POWER: These are the left powers not include in either or the concurrent lists. If power in the residual lists are left for the regimes or states as in the some constitutions that will render the central weak and vice versa. In some constitutions, residual powers are exercised by both governments. Such matters in the residual lists include chieftaincy matters, local governments markets.
